My players have expressed an interest in the Southwest, so I'm currently sketching out a game set in the plague-priest rebellion that's gathering steam in the Southwestern province of Zhaojun.

But there are so many other interesting places to set a game in 3e! I also want to play with the Randanese warrior craft lodges in the West, the shadowy Rahasyan theurges of the Southeast and that ticking alchemical time bomb in icy Grieve.

Firstly, incorporating equivalent morale rules into the normal combat system would be... inconvenient.

Secondly, the rules are not a physics simulator. We do not expect the normal combat system to scale up indefinitely, nor is it a flaw in the game if it does not scale up indefinitely. Additional subsystems such as mass combat are used to provide narratively appropriate results.
