Lunars can take the form of Dragonblood, but they don't gain the Dragonblood exaltation. So just as they don't gain the Dragonblood's charms, they don't gain the Dragonblood's ability to create Dragonblooded kids. They just don't have the magic necessary.
This is correct. The Dragon's blood is part of the miracle of Exaltation, not a mundane genetic marker; you can't replicate it with magic.
