Yep. All Lunar Charms can be used in all animal forms; Protean Charms just gain enhanced effects in certain animal and human forms.

The playtest document is over 200 pages and I only sent it to them a few days ago, so some stuff like that's gonna happen.

Most of the medically-oriented Charms fall under the Knowledge heading.

This came across a little unclearly in the podcast—you can take cat or grasshopper-sized things and boost them up to Legendary Size with Mountainous Spirit Expression.

If it does, how?
Same way it does in human form. Your dice caps don't change when you shapeshift.

Not really. They're meant to encourage high-Stamina/Strength, lower-Dexterity builds.

No, but the Intelligence crafting Charms are Attribute-agnostic.

Yep! And a whole tree that comes out of it.

Is the Charm that lets you use Strength for rushing and resisting disengages (and, I assume, disengaging and resisting rushes) another Permanent Charm that substitutes for Dexterity, or an activated effect that boosts movement actions with your Strength in some way?
It's permanent, but has a little bonus effect that you can spend motes to use. Movement rolls are less all-pervasive than attack rolls and Defense, so it gets a bit more.

Transforming into a swarm is a Charm building off the "create duplicates of yourself" Charm.

Also, am I understanding it correctly that Mountainous Spirit Expression will work with human or Hybrid Body shapes this edition? Before (in 2e), only animal shapes could grow huge, so this would be a very cool change.
Correct. If you can turn into it, you can turn it into a daikaiju.

To potentially save some effort, Lunars don't have anything that works like minor image in D&D.
