Not really. They're meant to encourage high-Stamina/Strength, lower-Dexterity builds.

Yep! And a whole tree that comes out of it.
Is the Charm that lets you use Strength for rushing and resisting disengages (and, I assume, disengaging and resisting rushes) another Permanent Charm that substitutes for Dexterity, or an activated effect that boosts movement actions with your Strength in some way?
It's permanent, but has a little bonus effect that you can spend motes to use. Movement rolls are less all-pervasive than attack rolls and Defense, so it gets a bit more.
